Toliara, Madagascar, 17 April 2025 — The Archipelagic and Island States (AIS) Forum is proud to support the 2025 African Youth Blue Economy Forum. Held under the theme, “Sustainable Blue Economy: Ownership, Performance, and Innovations for Africa’s Renaissance,” this initiative has become a platform for young African-changemakers to come together to shape a more sustainable and inclusive Blue Economy future across the continent.

Hosted by the Ministry of Fisheries and Blue Economy (MPEB) Madagascar, in collaboration with the Pan-African Youth Organisation for the Blue Economy (OPJEB), the event was held on 17-19 April in Toliara, Madagascar, as a leading call for stronger youth involvement in marine innovation and policy. Participated by more than 500 delegates from across the continent, the discussions focused on practical solutions to blue economy challenges; from sustainable fisheries to climate-smart aquaculture, marine renewable energy, and innovative ocean technologies, aligned with the AIS Forum’s missions for the ocean’s future.
“The AIS Forum remains deeply committed to supporting ocean-focused innovation—particularly initiatives led by youth who are already at the forefront of the Blue Economy. Through this forum, we’re seeing how ideas and collaborations can drive tangible and sustainable impact for the continent’s future,” said Riny Modaso, the Head of AIS Forum Secretariat.
Gathered by more than 300 young leaders, including Madagascar, the Comoros, Mauritius, Seychelles, Cabo Verde, Sao Tome & Principe, and Guinea-Bissau, delegates are showcasing their local innovation that already has and will continue to create impact. From community-based farms to youth-founded startups, they are demonstrating that in Africa, a sustainable Blue Economy is not only possible but already underway in shaping their beloved lands.

The AIS Forum, as a global platform connecting archipelagic and island states, recognizes the significance of this momentum. The Forum’s involvement underscores its commitment to strengthening cross-regional cooperation and elevating youth-driven marine initiatives. The active participation and strong support from the Government of Madagascar, particularly MPEB, further highlighted Africa’s dedication to youth empowerment, marine conservation, and sustainable economic growth.
The 2025 African Youth Blue Economy Forum stands as a powerful testament to what can be achieved when innovation is met with opportunity—when young people are empowered to lead, create, and drive change for the future of their communities and the ocean they depend on. Therefore, the AIS Forum’s active involvement in the 2025 African Youth Blue Economy Forum reflects its broader mission to promote an inclusive and sustainable Blue Economy. By bridging youth, policymakers, and innovators across archipelagic and island nations—especially within Africa—the Forum continues to strengthen cooperation and elevate youth-driven solutions for our shared ocean future.
